The short answer

Anyone who publishes advertising on social media in the UAE, for payment or free products, needs an advertising permit from the UAE National Media Authority. Residents apply online with a commercial license; visitors apply through a licensed UAE agency for a temporary permit. Promoting your own business on your personal account is reported to be exempt.

Key facts

  • The permit is issued by the UAE National Media Authority, which took over from the UAE Media Council.
  • It covers advertising published for compensation or free of charge, on social media, websites or other digital platforms.
  • Residents need a commercial license, good conduct and a completed training program, per the official service page.
  • Visitors apply through a licensed UAE advertising agency; the permit lasts three months and can be extended to six months in total.
  • The legal basis is Federal Decree-Law No. 55 of 2023 on Media Regulation.

If you live in the UAE and post about a brand because it paid you or gave you something, you need a permit before you publish. That has been the rule since the advertiser permit was launched in 2025, and it now sits with the UAE National Media Authority.

This guide explains who needs the permit, what the official pages ask for, and what it means for creators and venues in Dubai and Abu Dhabi. It is general information, not legal advice. For a contract or a campaign with real money behind it, check with the authority or a UAE lawyer.

Who issues the permit now?

The permit was launched by the UAE Media Council in mid-2025. The Council’s website, uaemc.gov.ae, now redirects to the UAE National Media Authority, which describes itself as a federal authority set up under Federal Decree-Law No. 11 of 2025. It regulates and licenses media activities, including digital media, and sets the media content standards.

The legal basis for the permit is Federal Decree-Law No. 55 of 2023 on Media Regulation and its Executive Regulations. A Cabinet resolution, No. 42 of 2025, sets the administrative violations and penalties under that law. All three are linked from the authority’s media legislation page. Checked October 2026.

Law firm Pinsent Masons reported in January 2026 that the grace period for creators ended on January 31, 2026, after the original deadline was pushed back. If you post promotions in the UAE today, the permit is expected.

Who needs an advertiser permit?

The official service page describes the individual permit as allowing a person to publish advertising and media content through social media accounts, websites or other digital platforms, “either for compensation or free of charge”. Checked October 2026.

That last phrase is the one creators miss. A gifted spa day, a free dinner in exchange for a Reel or a hotel stay for a story set is covered just like a paid deal.

Situation Permit needed? Basis
A brand pays you to post a Reel Yes Official service page
A restaurant gives you a free meal for a video Yes, it is “free of charge” advertising Official service page
You promote your own shop on your personal account Reported exempt Gulf News, Sept 2025
A visiting creator films a brand campaign in Dubai Visitor permit, through a UAE agency Official visitor page

The published conditions say nothing about follower counts. A small account with a paid post needs the permit as much as a large one.

What do residents need to apply?

UAE citizens and residents apply online through the authority’s e-services. According to the official page, you need:

  1. A digital ID (UAE Pass) and your passport.
  2. A personal photo.
  3. A commercial license.

The page also lists conditions. You must have good conduct, with no conviction for a felony or a dishonesty offense unless legally rehabilitated. What you publish must meet the media content standards. You must complete a training program run by the authority on the relevant laws and rules. You must not have had a permit canceled before, and you must not owe the authority money.

Gulf News adds that applicants generally need to be at least 18, with exceptions at the authority’s discretion, and that minors doing educational, sports, cultural or awareness work have their own route through a guardian.

How does the visitor permit work?

Visitors cannot apply alone. The visitor permit page says the application goes through a licensed advertising agency in the UAE, with supporting documents. The applicant must be at least 18, fully legally competent and of good conduct. Checked October 2026.

The permit is temporary. It lasts three months and the authority may extend it, as long as the total does not go past six months.

Resident permit Visitor permit
Who applies You, online with UAE Pass A licensed UAE advertising agency, for you
Documents Digital ID, passport, photo, commercial license Digital ID, passport, photo, commercial license
Validity Renewable (one year per Gulf News) Three months, extendable to six in total
Official fee Free for the first three years, then AED 1,000 AED 500
Listed processing time Three working days Three working days

The fees and times are as shown on the authority’s pages when we checked in October 2026. They are the authority’s figures, not ours, and they can change.

What do you have to do once you hold a permit?

Gulf News reported the obligations from a UAE Media Council statement. Permit holders must:

  • show the permit number clearly on the social media accounts they use;
  • publish ads only through the accounts registered for the permit;
  • not let anyone else advertise through those accounts;
  • check that the advertiser is a real company or person;
  • get any approvals needed from sector regulators before posting, for example in health or finance;
  • submit an annual report of the ads they published.

The permit is not a substitute for a label. Your audience still needs to see that a post is an ad, and the authority’s standards apply to every post. The same principle runs through every country in our comparison of influencer ad disclosure rules by country.

What happens if you post without one?

The penalties are set by Cabinet Resolution No. 42 of 2025 on administrative violations under the media law, published in Arabic on the authority’s legislation page. We have not quoted fine amounts here because we could not confirm them against an English official text.

Two practical consequences follow from the official conditions listed above. A canceled permit stays on your record and blocks a new application. And because applicants must not owe the authority money, a fine left unpaid can stop you from getting a permit later.

Brands carry risk too. Law firm Pinsent Masons advised companies to ask creators for proof of their permit and to write the permit number into contracts. If you work with brands, expect that question and keep your number ready.

What does this mean for creators and venues in Dubai?

Dubai is where most of the UAE’s paid creator work happens: restaurant openings, hotel stays, beauty launches, real estate tours. Each of those posts is advertising if something of value changed hands.

For venues, the practical step is simple. Before you invite creators to a launch, ask for their permit number, or for visitors, the agency handling their visitor permit. Put the number in the brief. Our guide to Instagram marketing for Dubai restaurants and venues covers the rest of a launch plan.

For creators, the permit changes how you price your work. It also makes your profile easier to trust, because brands can see the number. Creators and businesses based in the city can find services and posting tips on our Dubai page.

Where do bought followers and views fit?

The permit is about what you publish, not how many people see it. A launch Reel with extra views is still a launch Reel: if a venue paid you or fed you, it needs the permit and a label.

We sell views, likes and followers to give new posts a fair first look while your audience grows. We do not support presenting those numbers to a brand as proof of reach, using them to win a paid deal, or using them to make a business look more popular to its customers. A media kit should show the audience you actually built.

None of our services touch the permit side. The application, the permit number and the labels stay with you and the brand. More guides for the region and the other markets we serve are collected under local marketing.

Frequently asked questions

Do I need a permit to post gifted products in Dubai?

Yes, if the post promotes the product. The UAE National Media Authority's permit covers advertising published for compensation or free of charge, so a free meal, stay or product counts the same as a cash fee. Apply before you publish, and label the post as an ad as well. The permit number shown on your profile does not replace a label on the post.

Can a tourist influencer post ads while visiting the UAE?

Only with a visitor permit. Visitors cannot apply on their own: a licensed advertising agency in the UAE submits the application. The official page sets a minimum age of 18 and a validity of three months, extendable to six months in total. If a brand invites you for a campaign, ask it which agency will handle your permit before you travel.

Is the UAE advertiser permit still free?

For individual residents, the official service page lists it as free for the first three years and AED 1,000 after that. The visitor permit is listed at AED 500. Fees can change, so check the UAE National Media Authority's service page on the day you apply rather than relying on an article, including this one.

Does a business owner need a permit for their own page?

Reportedly not, in one specific case. Gulf News, reporting the published guidance, says people promoting their own products or services, or those of a company they own, through their personal accounts are exempt. Promoting anyone else's business, even a friend's, is advertising. The official service page does not list exemptions, so confirm your case with the authority.
